Subject: [PATCH] powerpc: Convert uic->lock to raw_spinlock

commit e86d615bf6a99c31d9bf197ff2e9605d7ec4b46d in tip.

uic->lock is protecting the interrupt controller hardware. This lock
can not sleep. Convert it to raw_spinlock
