wireless-regdb: add regulatory rule for China on 60GHz band
Purpose is to serve for 802.11ad specification that introduces operation
on the 60GHz band, using bandwidth 2160MHz.
For the 60GHz band, regulation defined in the MIIT document
http://www.miit.gov.cn/n11293472/n11505629/n11506593/n11960250/n11960606/n11960700/n12330791.files/n12330790.pdf
It defines the following (Google translate)
- 59-64GHz frequency band: EIRP 44 dBm (802.11ad channels 2,3)
- 57-59GHz and 64-66GHz: -5dBm/MHz (802.11ad channels 1,4)
For the purpose of 802.11ad with channel bandwidth 2160MHz,
EIRP for channels 1,4 calculated as
-5 + 10log10(2160) = 28.3 dBm
