+We'd like to expand the voting pool beyond just the people registered for Kernel Summit. We'd like a good representation of kernel developers participating in the election.

+Proposing a high bar based on git activity for automatic ballot distribution. Considering participation in ~50 commits as the starting bar.
+
+People can still request ballots if they don't meet the bar for automatic distribution.
