ndctl: release v79HEADv79pendingmain

This release incorporates functionality up to and including the 6.9 kernel.

Highlights include test and build fixes, a new cxl-wait-sanitize
command, support for QOS Class in cxl-create-region, and a new
cxl-set-alert-config command.
