fsmonitor: add documentation for allowRemote and socketDir options

Add documentation for 'fsmonitor.allowRemote' and 'fsmonitor.socketDir'.
Call-out experimental nature of 'fsmonitor.allowRemote' and limited
filesystem support for 'fsmonitor.socketDir'.
