libtraceevent: 1.3.1

Changes since 1.3.0:

 - There's one new API, but because it's minor and for giving access
   to the original tep_vprint() for the function that overrides it.
   Decided that this was not worth updating the PATCHLEVEL of the
   library for this change.

 - Fix new line for trace_seq warnings

 - Handle parsing of "(REC)->" and not expect "REC->"

 - Do not try to print a zero length dynamic string.
   Garbage can result from that.

 - Minor clean ups and fixes
